Provincial engagement to accelerate housing delivery

Newcastle Municipality held an engagement to strengthen co-ordination with the Department of Human Settlements to accelerate service delivery.

In partnership with the National Provincial Department of Human Settlements, Newcastle Municipality convened a two-day Implementation Protocol (IP) engagement on March 19 and 20.

Purpose

The engagement was aimed at assessing and reviewing the accreditation implementation protocol that is conducted every three years, with the intention to evaluate the performance of the municipality.

It focused on accelerating housing delivery and strengthening inter-governmental co-ordination, as well as forming part of ongoing efforts to ensure that the municipality is fully prepared for the formal assignment of executive functions relating to the administration of national housing programmes.

Signing of the IP

Primarily guided by the Revised Municipal Accreditation Framework (2023) and Section 35 of the Inter-Governmental Relations Framework Act 13 of 2005, signing the IP was a critical step in formalising collaborative efforts between the two government spheres.

Addressing challenges

Notably, the gathering sought to address challenges identified in ‘stalling’ housing developments, and noted encouraging progress and efforts in improving service delivery.

The delegation proceeded to conduct a housing site inspection to assess the progress of housing projects in Newcastle. This exercise intended to bridge the gap between planning and implementation, ensuring that developments are physically sound and align with project requirements.

Outcomes

The outcomes of this engagement reaffirmed the shared commitment between the municipality and the department to deepen co-operation and enhance the effectiveness of housing delivery mechanisms. It further underscored the importance of integrated planning and sustained co-ordination in addressing historical backlogs and ensuring that communities benefit from dignified and sustainable human settlements.

The municipality continues to work closely with the department to ensure that the commitments arising from this engagement are translated into measurable progress on the ground. This includes strengthening implementation capacity, improving project oversight, and ensuring that housing delivery is executed in a manner that is responsive, accountable and aligned to community needs.
