Controversy over R133 borehole levy in Vryheid
AfriForum demands clarity on Abaqulusi’s R133 borehole levy and increased electricity tariffs.
The provincial co-ordinator of AfriForum KwaZulu-Natal, Eugene van Aswegen, was interviewed on Tuesday by Suzanne Paxton on RSG’s Spektrum podcast, where concerns around extra municipal charges and rising electricity tariffs were raised.
Paxton also contacted Mayor Sifiso Mkhwanazi for comment. The mayor explained that during the IDP roadshows and on the municipality’s website, residents were informed of a proposed borehole levy. He said the collective decision was to charge a levy of R133 per month rather than further increase rates and taxes, with the revenue directed at repairing ageing infrastructure.
Van Aswegen argued that most of the IDP meetings were held in remote areas and not always conducted in a universal language, which limited accessibility. He added that the fixed R133 borehole levy makes little sense, as many residents rely on boreholes because municipal water is not fit for consumption. AfriForum has written to the municipality seeking clarity.
Van Aswegen also questioned the municipality’s electricity tariff increase, saying it is not aligned with what was approved by NERSA. AfriForum further challenged the municipality’s process, asking where the advertisements for the roadshows were and whether the procedure followed the law.
According to AfriForum, if a levy on boreholes is to be introduced, it should be linked to actual water usage and sewage contribution. A blanket charge per household, they argue, is not a fair approach.
Residents who wish to dispute charges and/or electricity tariffs on their accounts can lodge a dispute directly with the municipality. AfriForum said it can assist residents with dispute letters, and reminded them that the municipality is legally required to respond in writing within 30 days. If no response is received, residents may approach AfriForum, which can escalate the matter to NERSA on their behalf.
