To the authorities responsible
1. The POST OFFICE. We, the public have the right to enter these premises with ease and comfort.
We have PAID boxes to collect our post daily. Entering this space of filth and stench is hazardous to our health. Not to mention trying to make our way to our boxes with people standing, sitting or lying everywhere.
Then when we do reach our boxes, we have to step into pools of urine or even touch urine because they have pissed on our boxes.
2. The GRANT COLLECTORS lining the ground to the post office also have rights to health and hygiene. I do get it that it is them that are degrading the environment, but with no toilet facilities provided, where are they supposed to do their business in urgency? Standing in queues all day is no fun.
Where is the moral concern for these people by the municipality? I have on numerous occasions suggested toilet facilities. Just a few days ago, I witnessed a woman squatting and doing all her business at the entrance that leads to the side of the building where the delivery truck goes through. This is inhuman. Also, you need permanent municipal staff, maybe a couple of the orange-dressed people, to be based at the post office permanently.
The POST OFFICE accepted this responsibility without thinking anything through. You should NEVER have been permitted this right without an inspection of health facilities for this massive population.

3. The newly “last minute recreation park” near Lambert Park. We all know why this was an overnight discussion. Money had to be shown to have been used… so now this park was created to attract drink, drugs and sex. As if Estcourt hasn’t got enough to contend with. The litter strewn around there is an eyesore. You cannot cope with central business district litter but now you create more work for the staff, hence less cleaning is actually being done.
4. The PALLISADE FENCING around the municipal building and the woman who created the garden in front of the library. Has she completed her job? Another quick overnight decision.
5. The MONUMENT in that municipal ground needs restoring as you didn’t care about the history and allowed a vagrant in there to destroy it. In such a beautiful enclosure, you seriously need to restore that monument because it’s an eyesore to visitors and us living here.
6. Wherever there are crowds gathering on a monthly basis, for grant collections or month-end business, you need to step up on available staff to clean all pavements, gutters and roads. Disinfectant and a good wash may be a wise way to go about it.
Maybe approach the fire station representatives to come with the fire engine to wash down the place. Maybe the best time to do the washing is at night. Go to all the alleys and side paths and clean e.g. between Standard Bank and Milady’s.
7. The R103 leading into town from Mooi River, up Lorne Street and down Harding Street and out, is a national road…why have the ROADS DEPARTMENT not resurfaced this road? And why has our municipality not approached them to resurface? Time to take responsibility.
8. All drains, gutters, under bridges and pavements need to be cleared daily. You have ample staff, put them to work and NOT IN groups of four, as they socialise and are on their mobile phones. A supervisor may be a bonus.

9. Promote people already working in the municipality, instead of hiring new people and giving them immediate managerial positions. You are demoralising people you already have. Positive reinforcement works wonders. Verges and grassy areas … time to clean and burn … probably too late to burn now but you started cutting trees and cleaning, but it died just as quick as your schedule planning.

11. BYLAWS. Now that they have been passed, I do hope they will be implemented and policed by reputable, honourable and trustworthy members. I was thrilled to see that the illegal vendors have been removed.
Let’s hope good will come from implementing the bylaws.
