The state of our municipality – ‘mess’

How can you appoint incompetent people in key positions, what do you expect?

Our municipality has made a lot of mistakes financially and they must learn from their previous mistakes and ensure that they take corrective measures to avoid these mistakes in future – even if the administrator is gone.

How can you use funds allocated for community projects in the budget and pay big salaries to incompetent and unlawfully employed staff members?

Are you showing respect to the communities waiting for these projects or you are just showing that you don’t care about the poor and suffering communities out there who might be benefiting from these projects?

How can you appoint incompetent people in key positions, what do you expect? To me, this shows that the municipality only cares about comrades, friends and family members; forgetting that the municipality is a public institution not a political entity or headquarters and every South African citizen has a right to be fully employed with the right qualifications and experience, irrespective of political affiliations, race, gender, etc.

Even if you use your nepotism or democratic system versus merit system, you must ensure that you appoint the right and competent people with the correct qualifications to avoid this mess because you have failed for years to appoint people in terms of the academic records with relevant experience.

You must also encourage your staff to take courses in Public Management for them to get skills in municipal administration, public administration, public finance, public law and management communication. This is so that they know what is expected from them and have the right direction instead of appointing people with Business Management qualifications, who only know that the aims and objectives of the company is to make a profit instead. Those with Public Management know that the aims and objectives of government are to render essential services to the people in good faith.

But you can mix the two and you can be successful. Let’s hope the municipality is heading in the right direction under the leadership of the Administrator and that officials in key positions have learnt a lot from him.
