Willow Crest’s fence in Windsor West is close to collapse
Residents are concerned for their safety because displaced people live on the open land across the river.
The fence of a complex in Windsor West is close to collapse due to the erosion of soil on the riverbank just outside the perimeter.
Willow Crest resident Deneshree Pillay said the complex’s insurance will not cover the damage to the fence, so they have turned to the Johannesburg Roads Agency (JRA).
“It is leaning heavily towards the river,” Pillay said.
“There is no longer any structural support. there’s barely any ground left.”

Pillay and other residents are especially worried about their safety, as across the river some displaced people are living on the open land.
In response, a roads agency spokesperson, Kelebogile Mafa said they will investigate the area to establish whether emergency measures need to be taken.
“In cases such as these, the JRA’s priority is always to ensure the safety of the building structure,” Mafa said.
“However there remains a joint responsibility between the building or complex owner and the JRA.”
Ward 98 councillor Beverley Jacobs said she has a similar situation in Randpark Ridge and has escalated this with the City.
“[I] am trusting that the purchasing of this property on the riverbank will not revert back to the onus of the owners,” she said.
