Illegal billboard erected despite City warning
Another illegal billboard was erected in plain sight despite previous intervention.
A billboard erected at the corner of Winnie Mandela Drive and Ballyclare Drive has sparked outrage after being installed without proper approval.
Ward 103 councillor Lynda Shackleford has confirmed that the structure was illegal and said she was concerned that the contractor proceeded despite clear instructions from the city to halt work.

The billboard first appeared in July, but in November 2024, the city had blocked it because it hadn’t been officially approved.
According to Shackleford, city officials had warned the contractor that any further work would lead to arrest and vehicle impoundment.

Yet the billboard was quietly completed in recent weeks.
“This structure does not have permission from the planning department. It is illegal and should not be there. I have contacted the city again and have demanded that immediate enforcement action be taken.”
The incident highlights ongoing challenges in enforcing outdoor advertising by-laws in Johannesburg.
Questions regarding the issue have been sent to the City of Johannesburg. An update will be provided once a response is received.
