Jobs offered at ELM ahead of ANC regional Conference

"Mochawe is no stranger to controversy."

SEDIBENG.- Tumi Mochawe, the Member of the Mayoral Committee (MMC) for Public Works in the Emfuleni Local Municipality (ELM), has issued a stern warning about a job scam targeting the municipality in his name.

This follows a circulation of a TikTok video that seemingly implicates him in promising jobs in the newly established Water and Sanitation Special Purpose Vehicle (SPV) to his political allies ahead of the ANC Sedibeng’s regional conference.

“It has come to our attention that there is a TikTok video circulating, claiming that Rand Water is offering jobs with a salary of R8 500 and transport included for working from 07:00 until 18:00. Please note that this is a scam. MMC Mochawe is not involved in any recruitment drive or job offer linked to this video. We urge the community to be vigilant, avoid sharing personal details or money with scammers, and report such fraudulent posts immediately,” a statement, issued by Mochawe to this publication, read.

Meanwhile, ActionSA in Sedibeng has issued a statement regarding the video, stating that the party is concerned about Mochawe’s alleged conduct.

ActionSA Emfuleni Regional Chairperson, Bongani Dhlamini, said that they are concerned by Mochawe’s promises to political allies whilst residents continue to face service delivery failures.

Dhlamini further said that they are deeply disturbed by widely circulated, “credible voice note recordings”, implicating Mochawe in promising jobs.

“With the municipality facing severe service delivery and infrastructure challenges, this SPV was created to rescue residents from years of water and sanitation collapse in Emfuleni. Instead, before it has even begun its work, the SPV is being hijacked by ANC cadres seeking to use jobs as currency for internal factional battles. This scandal is proof that the ANC cannot separate governance from patronage and lends further credence to the call that ActionSA has repeatedly made to Gauteng Premier Panyaza Lesufi and COGTA MEC, Jacob Mamabolo, to place this municipality under S139(5) administration.”

Dhlamini added that Mochawe is no stranger to controversy.

“In October 2023, he faced public backlash after residents accused him of driving a flashy German luxury car whilst they lived in squalor with the municipality facing financial challenges. In August 2024, residents of Sebokeng Zone 3, ward 41 – where he is a ward councillor – took to the streets against him for ‘not taking care of their needs’ when it came to service delivery.”

Dhlamini concluded by saying that ActionSA will demand a full investigation into this matter at the Gauteng Legislature and will continue to hold Emfuleni and the Gauteng Provincial Government accountable for ensuring that all SPV appointments are conducted transparently, on merit, and for the benefit of residents – not ANC conference delegates.
