Can this be true and legal?
In Johannesburg, the ANC has ordered MPs to rush through legislation that benefits the party before next year’s elections, and hold back on other bills that could cause controversy or offend traditional leaders.
The Sunday Times reports that this information is contained in a ‘strategy document’ that instructs MPs how to spend the next few months in parliament before it shuts down in November for election campaigning. It orders MPs to ignore six bills currently before parliament and instead, prioritise seven draft laws, deemed ‘necessary for elections’.
These include the Infrastructure Development bill, four pieces of legislation from the Department of Rural Development and Land Reform that will change land ownership matters, the Public Service and Administration Amendment bill, as well as the Gender Empowerment bill, amongst others.
The election date has not yet been announced, but the poll must take place within 90 days of the last election, which was on April 22, 2009?
