While sitting in the Eskom enforced gloom at home, a memory came to my mind related to the increase in electricity tariff which Eskom has been awarded.
Naturally, with no lights burning, income is strained because naturally no electricity being used means no money being paid by the long suffering public. This results in their coffers being slightly less full, to afford them the cash to pay salaries/benefits.

I remember a similar, but not identical scenario many years ago, that faced a water service provider. We live in a generally accepted water scarce part of the world. At the time there were water restrictions and being law abiding fellow South Africans, we used water according to the rules.
The result was that the income to the authority was reduced, so to cover the shortfall, the water tariffs were increased. You see – no good deed goes unpunished.
