DURBAN has gazetted a new `Nuisances and Behaviour in Public Places’ by-law which comes into effect soon.
The city has vowed to clamp down on litter, begging, noise, sleeping in parks, urinating and/or drinking in public and a host of other `nuisance behaviours’.
Transgressors will face fines of up to R40 000 or face imprisonment.
Perhaps it is time for the South Coast to adopt these measures to control bad conduct.
No doubt the business community and residents would welcome the implementation of such by-laws.
But others would argue that the real challenge would be enforcement.
We do need to do something about the unsocial behaviour of people who spit, urinate, drink, play loud music, beg and vandalise .
