Residents invited to join new Bluff oversight committee

The development of the Project Oversight Committee is an attempt to resolve the communication difficulties and ensure accountability is maintained with all people responsible for community matters on the Bluff.

WARD 66 Small Business Development chairperson, Charles Leaven’s role on the ward 66 Committee has seen some growth as he has taken on the responsibility of a new portfolio as head of Economic Development on the Bluff Committee.

Currently, Charles is occupied with the establishment of a Project Oversight Committee for the initiative, and is tasked with the mammoth undertaking of sourcing competent individuals for this committee which will comprise the liaison officers overseeing the projects.

He appeals to those in the community who are interested in becoming programme coordinators and are willing to monitor or have the time the quality of the programmes’ delivery of infrastructure and services to join.  This will ensure that the community receives the maximum benefit from participation in each project.

There is also a need for resident contractors to submit their business profiles to the committee for inclusion in a database that will be managed fairly and equitably.

One if the primary roles of the Economic Development Portfolio is to provide an opportunity an opportunity for income relief and work experience for the unemployed in the area. Contractors involved in infrastructure projects on the Bluff need to first approach the Ward Councillor’s office for the appointment of  local labour to assist with their contract work. The office has a database of job-seekers which is analysed and utilised to appoint appropriate candidates to the project in hand.  Each project requires that a liaison officer communicates with the Ward Office and submits registers and reports which are archived and made available to interested parties.

In an analysis of the tremendous achievements and accomplishments, the ward committee, over the past year, has identified communication as a flaw in the developing stages of the enterprising project.  The development of the Project Oversight Committee is an attempt to resolve the communication difficulties and ensure accountability is maintained with all people responsible for community matters on the Bluff.

Presently a website is in the development stage and this will be up and running by June 2020.  Members of the community will be afforded the opportunity to view statistics and myriad details of all projects in the Ward 66 community.

The responsibilities of those willing to serve the community on the Project Oversight Committee will be to:

  1. Manage and oversee the appointment of local labour on the job seekers database.
  2. Receive and verify the project reports and registers as they are generated from active construction sites.
  3. Ensure that follow up and necessary action is taken where required by the relevant municipal official.
  4. Collating local project statistics and communicating these to the public when appropriate.
  5. Discussing and debating current, preceding and future projects at meetings and facilitating the publishing of meeting minutes on the website for the community’s perusal.
  6. Be accountable for the well-being of each community member appointed to assignments for the duration of each project.
  7. Receive company profiles and manage the local contractor database.

The people Leaven seeks will have experience in the following sectors or disciplines:

  1. Construction/engineering sector.
  2. Human Resources or industrial relations.
  3. Administration/marketing.
  4. Media/communication.
  5. Computer skills are essential.

Community engagement plays a vital role in these projects and the primary benefit is better outcomes for all stakeholders through community ownership.  Decision makers get a more balanced understanding of the community’s views and this enhances the value of the final outcome of each project.
