eThekwini responds to Clairwood flood victims’ concerns

The response comes after concerns were raised about families who have spent years living in temporary structures in Dayal Road, Clairwood.

ETHEKWINI Municipality confirmed that a total number of 217 flood-affected families have been moved from privately owned transitional emergency accommodation (TEAs) as it continues efforts to relocate families who have been living in temporary housing following the 2022 floods.

The municipality said a total of 1 151 families were placed in TEAs managed by the City, the KZN Department of Human Settlements and the Housing Development Agency (HDA) after the floods.

The response comes after concerns were raised about families who have spent years living in temporary structures in Dayal Road, Clairwood, while waiting for permanent housing solutions.

According to the municipality, 133 permanent houses have since been completed and allocated to qualifying beneficiaries, while additional families have been relocated through housing developments at Lovu and Cornubia, as well as the refurbishment of Montclair Lodge.

The City said 84 qualifying families currently living at the Mahatma Gandhi TEAs are being moved to Montclair Lodge, which has 136 rooms and was refurbished to provide improved accommodation.

However, the municipality said not all residents currently living in TEAs qualify for housing assistance.

A beneficiary verification process found that 146 people did not meet the requirements due to factors including income levels exceeding the threshold, having previously received a housing subsidy, voluntarily leaving TEAs, or changes in personal circumstances.

The affected beneficiaries were issued notices to vacate the accommodation following the verification process conducted in March 2025, and during the latest relocation process.

Municipal spokesperson, Mandla Nsele, said the City would continue assisting qualifying beneficiaries until permanent housing or approved alternative accommodation becomes available.
