NOTICE FOR A SCOPING & ENVIRONMENTAL IMPACT REPORT PROCESS: PROPOSED TOWNSHIP ESTABLISHMENT (RDP HOUSING) ON PORTIONS 29 AND 31 OF THE FARM VALSCHFONTEIN, 33-JS, DR J.S MOROKA LOCAL MUNICIPALITY, MPUMALANGA PROVINCE
This notice is hereby given in terms of Regulation 41 of the Regulations published in Government Notice 326 of
7 April 2017 as amended – Chapter 6 of the National Environmental Management Act, 1998 (Act No. 107 of 1998) as amended, for the following activities: Listing 1, Activity 9, 10, 11, 12, 19, 28, 56; Listing 2, Activity 2 & 15 of GNR 984 & Listing 3, Activity 12, GNR 985
PROJECT DESCRIPTION: The proposed residential township, to be known as Ndlovu View comprises of three (3) ervens, zoned Residential 1, Institutional, Business and Public Open Space within an area of 57,5325 ha. The development will consist of 815 Residential 1 erven; 2 Institutional erven, 2 Business erven; and 2 Public Space erven. The proposed residential units are approximately 300m2 in size, within 2 storey budlings. Institutional use will be accommodated within 3 storey buildings.
•Access to the proposed settlement will be through the R573 surfaced road and an internal main access street.
•Water: There is currently no existing water infrastructure within the proposed project area.
The municipality operates 28 reservoirs in total. The nearest reservoir to the development is in Siyabuswa, with a storage capacity of 12 Ml, and is reported to be in good condition. This reservoir is expected to serve as the primary storage facility for the development.
•Sewerage: There is currently no existing sewer infrastructure within the proposed project area. Capacity analysis (2022-2042) undertaken by the municipality indicated a future shortfall, meaning that upgrades will be required to handle increased inflows.
•Electricity: Eskom is the electrical supply authority in the area responsible for provisioning of the bulk electricity infrastructure. There are two (2) options available for electricity supply: (i) Power to serve the requirements of the planned development to be dispatched from Siyabuswa-IA Substation, (ii) Establishment of a 20 MVA new 22kV of 33kV Valschfontein Substation.
The proposed project area falls within the Limpopo-Olifants Water Management Area (WMA) as per the new configuration of six water management areas in South Africa identified in the third edition of the National Water Resources Strategy (NWRS). The development is proposed within areas classified as Critical Biodiversity Area (CBA) 1, Critical Biodiversity Area (CBA) 2, and Ecological Support Areas. These areas are considered environmentally sensitive and require careful management to avoid or minimise impacts on biodiversity.
