NOTICE OF ENVIRONMENTAL IMPACT ASSESMENT AND PUBLIC PARTICIPATION PROCESSES FOR THE PROPOSED EXPANSION OF THE KHANYISA SOLAR PV FACILITY, GAUTENG PROVINCE Applicant: South Deep Joint Venture. Proposed Activity: The Khanyisa Solar PV Facility (50MW), which received environmental authorisation from the Department of Mineral Resources and Energy (DMRE) in 2019 ((GP) 30/5/1/2/2(220) MR), is proposed to be expanded by an additional 30MW, which will increase the total generation capacity up to 80MW. To support the additional capacity, the project will utilise electrical grid infrastructure that will connect the expanded facility to the Twin Shaft Substation by looping into the existing 11kV underground transmission line situated approximately 250m east of the operational solar plant. The infrastructure associated with the Khanyisa Solar PV Facility Expansion will include: Solar PV arrays, modules and mounting structures Cabling between the project components Inverters and transformers Temporary and permanent laydown areas, water storage and transfer infrastructure, O&M buildings, and fencing around the development area, where required.
Site and internal access roads up to 6m in width, where required. Location: Approximately 7km south of the town of Westonaria in the Rand West Local Municipality. The project site includes Farm Doornpoort 347 Portion(s) 2, 7, 12, and 34. Application for Environmental Authorisation: As the project has the potential to impact on the environment, an application for Environmental Authorisation (EA) must be submitted to the Gauteng Department of Environment (GDEnv). This application must be supported by a Scoping and Environmental Impact Assessment (S&EIA) process in terms of the 2014 EIA Regulations (GNR 326) published in terms of the National Environmental Management Act (No. 107 of 1998) (NEMA). Public Review and Comment Period: The Scoping Report and Appendices will be made available for a 30-day public review and comment period from Tuesday, 09 June 2026 to Friday, 10 July 2026 as required by the EIA Regulations. Written comments should be submitted by Friday, 10 July 2026. This is an additional round of public participation.
