NOTICE OF GRANTED ENVIRONMENTAL AUTHORISATION AND APPEAL PROCESS TO INTERESTED AND AFFECTED PARTIES (I&APS): The notice is hereby given, in terms of the NEMA as amended, and the EIA Regulations 2014, as amended; the DFFE has granted Kgotso Coal Supply (Pty) Ltd (`KGOTSO`) the EA for the proposed mining permit to mine for Coal on Portion of Portion 37 of the farm Dwarsfontein 209 IR situated in the above jurisdiction.

The EA was granted on 17 March 2026 and was received by the applicant and the EAP on 01 April 2026. Please note that the copy and decision to grant the approved Environmental Authorisation is available and can be obtained by contacting Licebo Environmental and Mining (Pty) Ltd on the details below or accessible on the Licebo website: https://licebo.co.za/public-reviews/ under Kgotso Coal Dwarsfontein Mining Permit EA or requested from the Licebo Environmental and Mining office as per the details below.

As required by Regulation 4(2) of the NEMA EIA Regulations 2014, as amended, all registered Interested and Affected Parties (I&APs) must be notified of the decision within 14 days of the date of receiving the decision. As per the EA, we would like to draw your attention to Chapter 2 of the NEMA National Appeal Regulations (Government Notice R5985 of 13 March 2015), as amended, which prescribe the appeal procedure to be followed. Should you wish to appeal any aspect of the decision, you must submit the appeal to the Minister of the Department of Forestry, Fisheries and Environment (DFFE) within 20 days from the date of notification. Such an appeal must be lodged as prescribed in Chapter 2 of the National Appeal Regulations of 2025, as amended by means of the methods prescribed below:
