Ekurhuleni Metro Municipality is serious about the alleged tender irregularities in the public protector’s investigation of its city manager Khaya Ngema.
This was announced this week.
Mandlakazi Mpahlwa-Sigcawu, divisional head of media relations said the metro will fully co-operate with the public protector and will accept the findings of this investigation.
He said good governance, one of the metro’s strategic priorities, entails getting rid of any sort of corruption in the metro. The metro already has a good working relationship with the public protector because they are committed to fighting the scourge of fraud and corruption in our city.
Mpahlwa-Sigcawu gave some insight on the metro’s supply chain management processes, which are guided by national treasury, saying all tenders above R200 000 were advertised and subjected to a competitive bid process.
“Then the bid evaluation committee evaluates the bid and makes its recommendations to the Bid Adjudication Committee (BAC). This committee then adjudicates the bid and if it’s less than R10-million they make a final award.
“If it’s over R10-million, they make a recommendation to the city manager who then applies himself and makes a decision based on the BAC’s recommendation,” said Mpahlwa-Sigcawu.
