LOCAL Government Elections involve voting for a ward candidate and a party to represent the voter in the district/ local or metropolitan council through the casting of three ballot papers. Here’s what to expect on voting day.
Local and district council municipality
There are three types of elections in local councils and voters will receive three three ballot papers :
• Local council ward election – voters will receive white/grey Ward Ballot to elect a ward councillor to the local council
• Local council proportional representation (PR) election -voters will receive yellow ballot to elect representatives from political parties to the local council from the lists provided by parties that participate in the PR election for that local council
• District council proportional Representation (PR) election – voters receive green ballot to elect 40% representatives from political parties to the district council from the lists provided by parties that participate in the election for that district council municipality
Prohibited activities on election day
On Election Day no one may organise a march, demonstration or political meeting and no political activities are allowed within the boundaries of the voting station.
Parties should not play music or use loudhailers that can be clearly heard inside the voting station.
In the voting station
These steps will be followed:
• Voter shows identity document (ID) at the door, ID is scanned and a slip is printed
• Voter’s name is crossed off the voter’s roll
• Voter’s hand is examined to see if it has not been marked/inked
• The voter’s left thumb must be marked by drawing a short line on the thumb and the nail at the point where the nail meets the cuticle, with visible indelible ink that cannot be washed off. The thumb is marked to ensure that the voter does not vote again
• The voter’s ID will be stamped
• The voter is given ballot papers. An official stamp must be put at the back of the ballot papers
• The voter goes into the voting booth and makes a cross/mark for a party/candidate on each of the ballot papers
