Carolina residents demand action over waterlogged RDP houses
Carolina residents face horrible conditions in flooded RDP houses, blaming poor planning on the Chief Albert Luthuli Municipality.
CAROLINA – Residents of Ward 15 expressed their frustration, alleging years of neglect and inaction from the Albert Luthuli Local Municipality, claiming they are living in dire conditions with their properties constantly waterlogged, rendering their homes and yards uninhabitable.
According to community leader Themba Masina, the problem is affecting them winter and summer.
“We are living in water; the stand and land is full of water,” said Masina.
This ongoing issue has severely impacted their daily lives, making simple tasks like cutting grass impossible and requiring residents to wear safety boots even within their own yards due to the pervasive water.

Their main grievance lies with the Department of Housing’s (DoH) decision to construct RDP houses on land that the residents argue is fundamentally unsuitable for human habitation.
“The DoH built RDP houses on land that is not suitable for humans. This land is filled with water and the housing is rotten inside already.”
Residents said they have repeatedly engaged with municipal authorities, including the DoH and their local Ward 15 councillor, however, their pleas have allegedly fallen on deaf ears.
