New R5.9b budget revealed by Mogale City

Residents can expect major investment in roads, water, housing and electricity networks under the new budget.

Mogale City has adopted a fully funded R5.9b budget for the 2026/ 27 financial year, with major allocations aimed at improving infrastructure, service delivery, housing, job creation and support for vulnerable residents.

The budget, tabled at the municipality’s 54th Special Council Meeting on June 18, allocates R5.32bn to operational expenditure and R460m to capital projects.

According to Mogale City’s head of communications, Adrian Amod, the budget was independently assessed by the National Treasury and the Gauteng Provincial Treasury.

“The budget reflects the priorities raised by communities during extensive public participation processes and translates these into funded programmes,” he said.

Infrastructure

A significant portion of the budget has been allocated to infrastructure upgrades and maintenance.

Funding includes:

• R63m for roads and stormwater infrastructure, including pothole repairs, road resurfacing and gravel road upgrades
• R60m through the Water Services Infrastructure Grant for the rehabilitation and upgrading of the Flip Human and Percy Stewart wastewater treatment works
• R6m for the Muldersdrift 15-megalitre reservoir to improve water security
• R2m for municipal water pumping and storage infrastructure
• R5m for the refurbishment of sewer pump stations to improve sanitation services

Electricity and street lighting

To strengthen electricity infrastructure and reduce losses, the municipality has allocated:

• R20m for maintenance of 33kV bulk metering infrastructure
• R2m for electrical network maintenance
• R11m annually for streetlight maintenance
• R8m for the repair and installation of streetlight poles and high-mast lighting along key transport routes

Housing

The budget includes funding for several housing developments:

• R5m for the Brickvale Housing Initiative
• R5m each for the Dr Sefularo and Dr Motlana housing developments
• R6m for the Heritage Manor and Munsieville South integrated housing development

The allocations follow the recent handover of homes to 70 beneficiary families at the Dr Sefularo Housing Development.

Job creation and economic development

Addressing unemployment remains a key focus of the budget.

Among the allocations is R15m for the second phase of the Swaneville Industrial Park expansion, which aims to attract investment and support job creation.

The municipality has also allocated funding for township development initiatives, youth skills programmes, tourism infrastructure in Magaliesburg and Muldersdrift, and Expanded Public Works Programme projects, particularly in rural areas.

Environmental management

Funding for environmental services includes:

• R8m for refuse removal services
• R35m annually for landfill management and the development of waste disposal facilities
• R10m for the construction of a new landfill site
• R5m for grass-cutting and maintenance of public open spaces

Additional funding has been set aside for street cleaning, litter picking and CBD revitalisation projects.

Community facilities and safety

The budget also provides for upgrades to community facilities and law enforcement resources, including:

• R5m for the refurbishment and extension of the Kagiso Ext 12 Community Hall
• R7m for sports field maintenance and equipment
• R2m for a roadblock bus to strengthen traffic enforcement operations
• R7m for specialised equipment aimed at combating illegal mining activities

Support for residents

To ease financial pressure on households, the municipality has retained a zero increase in property rates.

Additional relief measures include:

• a 100% rates rebate for qualifying pensioners aged 70 and older
• enhanced residential support measures
• continued free basic water and sanitation services for registered indigent households

The municipality said it has sought to limit the impact of nationally imposed increases in electricity and bulk water costs while investing in initiatives aimed at reducing electricity and water losses.
