The father of three was arrested on August 18 following an altercation with striking municipal workers the day before.
He is facing one count of murder and three counts of attempted murder.

Mr Mchunu was deployed by PPP Protection and Security to protect the acting municipal manager and municipal infrastructure.

In his affidavit, Mr Mchunu said several workers and a man who doesn’t work for the municipality forced themselves onto municipal premises and started assaulting the guards.

He added that the protesters opened fire first, and he and his colleagues ran for safety, while the police dispersed the protesters.
All this was happening while the acting municipal manager, Ms Thokozile Zulu, was still in the municipal building.

When the acting MM left the building, the workers allegedly forced themselves onto the municipal premises and started assaulting the guards again.
Mr Mchunu said the group was unruly, and some protesters were drunk, causing him to act in self-defence when he opened fire.

Investigating officer Sergeant Sizwe Malinga and the state opposed bail, stating that the matter is a Schedule 5 crime and that the suspect’s life is at risk.

Sergeant Malinga said he is still waiting for ballistic results, a photo album and post-mortem results to conclude his investigation.

The matter was postponed to September 2 for judgement.

The deceased’s sister, Teddy Maseko, said her mother is struggling to come to terms with Tshepo’s passing, and the municipality should meet the workers’ demands.
