The South African Police Service (Saps) said it is confident that the withdrawal of charges against seven senior Crime Intelligence officials, including the divisional head, General Dumisani Khumalo, and his co-accused, will allow the senior officers to refocus fully on their mandate to prevent and combat crime.
The National Prosecuting Authority (NPA) withdrew all fraud and corruption charges against Khumalo and his co-accused on Friday, 21 August 2026.
Charges
Khumalo appeared briefly in the Pretoria Magistrate’s Court, where the court handed down the decision.
The charges stemmed from the appointment of Brigadier Dineo Mokwele as head of the Technical Support Services Unit at Crime Intelligence.
The Investigating Directorate Against Corruption (Idac) alleged that Mokwele lacked the required qualifications for the post and accused Khumalo and other senior officers of manipulating the recruitment process in an attempt to capture Crime Intelligence.
Crime fighting
Police spokesperson Brigadier Athlenda Mathe said the Acting National Commissioner of the Saps, Lieutenant General Puleng Dimpane, welcomed the withdrawal of charges.
“As Divisional Commissioner of Crime Intelligence and Project Manager of the Political Killings Task Team (PKTT), Lieutenant General Khumalo will continue to focus on strengthening intelligence-driven operations, dismantling highly organised criminal networks, disrupting criminal syndicates and ensuring that actionable intelligence supports targeted police operations.”
Reset agenda
Mathe said that as part of the Saps “Reset Agenda”, strengthening intelligence and leadership capacity remains an apex priority for Puleng.
“The Saps will continue to build a stronger, intelligence-led organisation focused on delivering results and keeping communities safe.
“The work is cut out for the Saps, and the organisation remains resolute in taking down highly organised criminal networks and bringing serious and violent criminals to justice,” Mathe said.
Withdrawal
Last month, NPA head Andy Mothibi announced the charges would be dropped after the Madlanga Commission of Inquiry revealed that the investigation was incomplete.
NPA spokesperson Kaizer Kganyago stressed that the withdrawal was final.
