The minister will on Wednesday make his latest attempt to get his budget passed.
His previous budgets led to an impasse between members of the government of national unity (GNU). It also resulted in a court ruling that reversed the proposed value-added tax (VAT) increase.
With the VAT hike off the table, Godongwana will now have to find a way to plug the R75 billion hole that it left.
