Actually, it’s an estimate

After receiving the umpteenth municipal bill with “E” written in the column where “consumption” is noted, I phoned them last week to enquire how many times my electricity meter had been read.
I was told every three months.
I asked what “A” stood for and was told it meant “actual”. “Which means” she said, “that my meter had been read in January if it had “E” on this months statement .”
According to my records the last time “A” appeared on my statement was July 2013.
She asked for my phone number because she said she would enquire and get back to me. I gave her the number in the knowledge that I would not be receiving any phone call.
A week later. I phoned again.
This time I spoke to a man. I asked him how many times my meter had been read. He said not very often.
Which is an understatement. It has been read once since July.
He also asked for my number, he said it was to give to the man who was in charge of the meter readers who was too busy but would phone me later.
Hahahahahahahaha!
By the way I pay my rates every month which enables the whole bangshoot of them to be employed.
Can anyone explain why it is that when a person works in a government department or a municipal department they forget that the people who pay rates and taxes are actually the boss and they are supposed to be working for the boss not vice versa?
