LGE 2026: DLC vows to tackle eThekwini’s service delivery woes

With 35 years of experience behind him, Patrick Pillay says he is ready to take the fight against municipal failures to City Hall.

WITH the 2026 Local Government Elections just around the corner, councillors will be elected for all district, metropolitan and local municipalities across the country’s nine provinces.

This week, the Northglen News took to the streets of Ward 110 that it covers to meet and greet some of the councillor candidates assigned by the different political parties to compete for the hot seat come the November 4 Local Government Elections.

Ward 110 covers Glen Anil, Glen Hills, Mount Moriah, Mount Royal / Mount Royale, Rainham, Southgate, Kindlewood Estate, Somerset Park, Red Hill, Dale Farm, Bishopsgate, Clematis, Aldergate, Belvedere, Beachwood, and Avoca Hills.

The Democratic Liberal Congress (DLC) candidate is Patrick Pillay.

Background: I accepted this nomination as I believe that I can do a better job with the many years of experience I have achieved during the past 35 years. Our people deserve better service delivery. I have witnessed firsthand the suffering of our people every single day, and I had enough of eThekwini’s eroding service delivery failures.

The DLC was built right here on the ground, grassroots, fighting side by side with ordinary residents against maladministration, unfair billing, and total municipal neglect. By stepping up as the mayoral candidate, I am carrying the voice of the ordinary citizens, the struggling homeowners, and the forgotten community straight into the doors of City Hall. The DLC is done with talking about the problems, we are here to fix them. It’s time to give power back to our communities.

Top Priorities:

· Fix Leaks Quickly: Ensuring a strict target of fixing every reported leak within 24 hours. DLC will cut the red tape and redirect funds to put crack teams of specialised, highly skilled plumbers right where they are needed: on the ground. These rapid response teams will be fully equipped with the right tools and parts to tackle complex infrastructure leaks effectively and be readily available for all types of eventualities.

· Stop Water Wastage and Illegal Connections. Ringfence all water revenues and income. Will investigate water losses caused by major leaks, illegal connections and tampering. Ensure that residents are not unfairly charged because of faulty meters or billing errors.

· To stop estimate charges and ensure that ratepayers are charged correctly for their usage.

· Will ensure debt relief programmes are executed efficiently to provide a total write-off of arrears to struggling households, with the installation of prepaid electricity and water meters preventing arrear build-up.

· The DLC will make independent lifestyle audits compulsory for all senior and junior municipal officials and politicians.

· The DLC will tighten the belts of the City and stop all entertainment, programmes that are not the mandate of the City, and not employ the services of expensive consultants to do any tasks that may be performed internally.
