Livestock left to wander freely

Despite the hazard posed by cattle roaming in residential areas, not much can be done to stop it.

According to Mandla Sithole, the Strategic Executive Director of Community Services, the pound for large animals is not yet operational.

“There are municipal by-laws that govern the roaming of animals that can be made available to the community as and when needed. In the meantime while the animal pound is not yet operational, please report all issues to the Police,” said Mr Sithole.

While cattle and horses do pose a threat to motorists, especially at night, it was emphasised that the municipality does not have the capacity or constitutional mandate to arrest livestock owners who allow their animals to roam the streets.

“All the municipality has done is ensure the municipal by-laws are promulgated by the Department of Corporation Governance and Traditional Affairs”.
