DANNHAUSER – By the mid-year, the Dannhauser municipal budget will be finalised.
The period for public comments on the budget closed last week, and approval of the revised budget is expected by June at the latest.
The document was tabled by the Dannhauser Council in March this year.
According to the Draft Budget document, the capital budget was adjusted from the original amount of roughly R54.7-million to an amount just over R50-million.
Operating income decreased from R170-million to R142-million.
The operating expenditure was adjusted from R114-million to R91-million, with the total difference in the budget at R1 073 937.
“The 2016/2017 adjustments budget was taken into account in the preparation of the 2017/2018 Medium Term Revenue and Expenditure Framework Plan (MTREF),” the document read. “In particular, the capital budget must be set at a level that is realistic in terms of the capacity to deliver and the ability to fund.”
The document notes the budget was impacted by the negative effect of declining economic growth, addressing service delivery shortcomings and its effect on available funding and continued funding restraints.
Despite this, the budget has been called credible by officials.
Municipal rates for Dannhauser will increase by 6.1 per cent in the new financial year – this comes into effect on July 1.
Other service tariffs, including hall hire, have increased by the same amount.
Salaries and wages for municipal staff and remuneration for councillors will increase by 7.1 per cent going into the new financial year.
Significant amounts have also been set aside under general expenses.
This includes R4-million for housing projects, R3.6-million for security and alarms, R5-million for Local Economic Development activities and R1-million for an annual event promoting tourism, industry and small business.
“Repairs and maintenance are eight per cent of operational expenditure, which is within the required percentage as per Circular 78. The increase is due to building maintenance of R1.4-million and road maintenance of R2.5-million.”
