Madam – I have read just recently that our beloved town library, which is in the process of refurbishment, will not be open for business until September of this year.
We, the ratepayers whose rates are used to fund such work on buildings, are politely given a list of the other libraries in area and asked to please make use of them until such time as the main library re-opens.

I do realise that our auspicious book repository and place of knowledge has been operative for about 37 years, and her age is showing, but why does it take so long to upgrade an existing structure?
I believe the idea for the upgrade was mooted and accepted in the State of the Town Address/Budget Speech in 2016.
The duration of the whole refurbishment/upgrading project was purported to be about six months, with due date being December 2016!
What a tall story indeed!
It is now the end of July 2018, and the building work is still not finished.
So to whom do we apportion blame as to just why the job is not done, and who has been sabotaging progress?
Sabotage springs to mind because for what other logical reason can there be for this unwarranted and monumental delay?

Perhaps somebody has expropriated a portion of the budgeted funds, so that services and material cannot be purchased and are therefore not forthcoming?
Judging by this present situation, it may have been more expedient to have razed the existing structure and started from scratch.
Just another example I presume, of inherent municipal inefficiency and ineptitude.
