Pensioner seeks clarity on indigent water policy

Where the consumption exceeds 6kl per month, the municipality is entitled to restrict water supply to the property

uThukela District Municipality, can you clarify to us how these free six kilolitres of water are calculated, because nobody is transparent about it?

I have been to both the Estcourt office and the Ladysmith office to enquire about this.  Nobody explains, not even the workers who take meters readings, so who will know?

We are old residents. We know that a kilolitre is equal to a thousand litres and we use our buckets (which are 20 litres) to calculate because the invoice is confusing.

Instead of getting accounts every month, we find them backdated.  Also, what is stated in the indigent water beneficiary policy? Kindly explain this to us.

As a developmental institution, uThukela District Municipality is committed in supporting measures that assist and empower its community.

It is accepted that large sections of the community cannot exist without intervention and it is therefore the duty of the municipality to support and to ensure that citizens are able to access their constitutional right to have access to a basic level of services.

To this end, the municipality supports the community who cannot afford to pay for services through its Indigent Policy approved by the council. Approved indigent registered household receives fully subsidised water and sanitation to a maximum of six kilolitres per month.

Simply put, one kilolitre equals to 1000 litres of water. Where the consumption exceeds 6kl per month, the municipality is entitled to restrict water supply to the property or to bill the excess consumption used at a normal rate.

Where excessive consumption is partly due to leaking or poor plumbing, the municipality may install a yard connection to the outside of the dwelling and meter the consumption. The indigent register is renewable annually.
