Councillor Van der Merwe leads Bloubosrand crackdown
A shocking R850 000 debt was uncovered during a sweeping multi-agency raid in Bloubosrand on March 11, as authorities disconnected utilities, cited illegal structures, and found several undocumented foreign nationals on the premises.
A major multi-agency raid was conducted in Bloubosrand, targeting illegal housing structures, delinquent accounts, and unauthorised utility connections, according to local authorities, who described it as a significant enforcement operation.
The operation, coordinated across several City of Johannesburg departments, uncovered a string of violations, including one resident found to owe a staggering R850 000 in outstanding debt to the city.

“That is not a typing error,” said ward councillor Mark van der Merwe, who was keen to stress the scale of the figure to residents who may struggle to believe it.

The raid resulted in three water disconnections and four electricity disconnections for properties found to be drawing services illegally or without payment. Officers also posted four formal citations and identified four illegal buildings alongside four cases of illegal occupancy. A meter bypass, a method used to steal electricity by circumventing the official metering system, was also uncovered on the day.
In addition, several undocumented foreign nationals were discovered at properties visited during the operation.
Van der Merwe was quick to thank the wide range of agencies whose combined effort made the raid possible.

“Thank you to Region E CRUM, JMPD, Building Control, City Audit, City Finance, Zoning Control, City Power, Joburg Water, and of course to our Urban Inspector,” he said.
The operation reflects a growing push by the City of Johannesburg to clamp down on residents and landlords who exploit municipal services without contributing to the rates and taxes that fund them, a burden that ultimately falls on law-abiding ratepayers.
Further enforcement actions in the area are expected as authorities continue to work through outstanding cases.
