I read with interest the letter titled Shame on you, litter bugs in last week’s newspaper.
I find it very interesting that despite the province’s strict liquor laws and particularly the way that law is enforced in Randfontein, that municipal employees can so blatantly flout the law on public grounds as no one is allowed to drink in a public area! Surely the municipality – that arranged the events at the Greenhills Stadium for its workers – is aware of the law? How can the law apply to some and not to others?
I think the municipality has acted very irresponsibly in this regard and in future should advise its workers that it is illegal to drink in public!
They should refer to the Gauteng Liquor Act, Act 2 of 2003 that states the following:
• Section 127(c): No person is permitted to be under the influence of alcohol in or near any public place including any road, street, alley, park, market, shop, warehouse or public garage etc. A fine of R300 will be issued if caught.
• Section 127(d): No person may consume liquor in or near any public place as mentioned above as well as in a motor vehicle driven on a public road or parked in a public area. A fine of R300 will be issued if caught.
In terms of the Public Open Space By-law published under Notice no 831 in the Gauteng Provincial Gazette Extraordinary no. 179, dated 21 May 2004, no person may consume, brew, store or sell any alcohol in public places. A fine of R500 will be issued if caught.
It’s time the municipality and its employees realised they are not above the law!
