NOTICE WATER USE LICENCE APPLICATION: PUBLIC PARTICIPATION PROCESS. Notice is hereby given, in accordance with the National Water Act, 1998 (Act No. 36 of 1998) (`NWA`) and the Regulations Regarding the Procedural Requirements for Water Use Licence Applications and Appeals (GNR. 267 of March 2017), that Glencore Eastern Mines proposes to apply for the renewal of existing Water Use Licences (`WULs`), as well as the authorisation of additional water uses, associated with its Thorncliffe, Helena and Magareng Operations. Interested and Affected Parties (`I&APs`) are hereby invited to register and participate in the application process. Applicant: Glencore Operations South Africa (Pty) Ltd (`Glencore`). Environmental Assessment Practitioner: Ukwazi Mining Studies (Pty) Ltd (`Ukwazi`). Location: Glencore Eastern Mines are located approximately 33 km northwest of Mashishing (Lydenburg) and 35 km south of Steelpoort, in the Limpopo Province. Glencore holds the mineral rights for Chromium and Platinum group minerals on the farms Thorncliffe 374 KT, Richmond 370 KT and St George 2 JT, as well as Chrome rights on the farm Helena 6 JT. Water uses are proposed on portions 1, 3, 7, 8 of the farm Thorncliffe 374 KT and portion 3 of the farm De Grooteboom 373 KT. The mines are located within quaternary catchment B41G and the Olifants Water Management Area. The WUL numbers for each operation are as follows (date issued in brackets): Thorncliffe Mine: 06/B42H/IAGJ/8931 (26 April 2019), Helena Mine: 24078999 (12 February 2011), Magareng Mine: 04/B41G/AGJ/1733 (23 March 2012). Glencore intends to undertake an Integrated Water Use Licence Application (`IWULA`) process to consolidate all water uses (proposed and previously approved) and apply to extend the validity of each of the abovementioned WULs. Application references: Thorncliffe (WU44531), Helena (WU44533), Magareng (WU44534). The water uses proposed to be included in the WULs for the three operations include:
•Section 21(a): Abstraction of water from boreholes, the Dwars River, an open pit, as well as the reuse of fissure water from underground mining.
•Section 21(b): Storage of clean water in dams and tanks.
•Section 21(c & i): Clean water/drainage line diversions, infrastructure within the regulated area of watercourses (pollution control dams, sumps, mine residue facilities, river pumpstations, pipeline crossings, ventilation shafts, road crossings etc).
•Section 21 (e): Irrigating mine gardens with contact water.
•Section 21 (g): Return water dams, waste rock dumps, tailings disposal facilities, mine residue facilities, pollution control dams, settlers, sumps, sediment traps, dry pads, dust suppression, sewage conservancy tanks, process water dams and tanks.
•Section 21 (j): Removal of fissure water from the underground mining areas. More information regarding the individual water uses is available on request.
