NOTICE OF AMENDED WATER USE LICENCE APPLICATION: PROPOSED SCHAGEN DAM
Notice is given in terms of Section 41(4) of the National Water Act, 1998 (Act No. 36 of 1998) (NWA) that the Water Use Licence Application (WULA) lodged in terms of Section 40 of the NWA with the IUCMA for the proposed Schagen Dam has been amended to include hydropower generation as an additional water use.
Previous publication: The Basic Assessment in terms of Chapter 6 of the National Environmental Management Act, 1998 (Act No. 107 of 1998), as amended, and the Environmental Impact Assessment Regulations, 2014, together with the original WULA, was advertised in the Lowvelder on Thursday,
2 April 2026 (Ref. TA016971). The Basic Assessment is not affected by this amendment.
Project name: Development of a Dam on Portion 1 Rietvalei 256 JT and Mayo 266 JT, Schagen, Ehlanzeni District, Mbombela Local Municipality.
Project description: Construction of the proposed 3.5 million cbm Schagen Dam for the collective storage of existing irrigation allocations abstracted from the Stats River, including hydropower generation.
Water uses applied for (NWA):
Section 21(b): Storing water;
Section 21(c): Impeding or diverting the flow of water in a watercourse;
Section 21 (e): Engaging in a controlled activity identified in Section 37(1)(c), namely a power generation activity which alters the flow regime of a water resource (hydropower generation) – additional water use;
Section 21(i): Altering the bed, banks, course or characteristics of a watercourse.
Location: Portion 1 Rietvalei 256 JT and Mayo 266 JT.
Proponent: Stats River Water Management (NPC / NPO).
Interested and affected parties who responded to the notice of 2 April 2026 remain registered and need not re-register.
