PUBLIC NOTICE` TRANSNET PL6 PIPELINE (WU41494) NOTICE OF APPLICATION FOR A WATER USE LICENCE AND PUBLIC PARTICIPATION PROCESS IN TERMS OF THE NATIONAL WATER ACT, 1998 (NO. 36 OF 1998) (NWA) Notice is hereby given in accordance with the requirements of Section 17(3) of the Water Use License Applications and Appeals Regulations, 2017, that an application for a Water Use License (WUL) is being submitted by Transnet Pipelines for the proposed new PL6 Pipeline Project APPLICANT: Transnet Pipelines an operating division of Transnet SOC Ltd PROJECT DESCRIPTION: The proposed project entails the construction of an approximately 46.4 km new jet fuel pipeline with a diameter of 0.3 m (12 inches) between the Jameson Park (JMP) Terminal to the east of Heidelberg and the Airport (APT) Depot, located along the southern perimeter of OR Tambo International Airport (ORTIA). The new pipeline is intended to provide sufficient jet fuel to meet the demands at ORTIA up to 2050. Associated works will include the following:
•Installation of valve stations typically located upstream and downstream of watercourse or wetland crossings.
•Trenchless crossings (pipe jacking) beneath public roads and rail lines.
•Cathodic protection installations.
•Further measures will be required to protect sections of the pipeline adjoining high-voltage overhead pipelines. *` The project also includes associated infrastructure and upgrades within the existing JMP Terminal and APT Depot.
•The project also includes installations of two new 90 m3 working capacity accumulator tanks and new road tanker loading facility at the APT Depot. The project area is subdivided into the following three sections within the City of Ekurhuleni Metropolitan Municipality and Lesedi Local Municipality:
•Southern Section: extending from the JMP Terminal to the intersection of the R550 and Heidelberg Road (R23).
•Central Section: extending from the R550 to the N17 Freeway.
•Northern Section: extending from the N17 Freeway to the APT Depot. Potentially triggered listed water uses in terms of the NWA include: Section 21 (c) impeding or diverting the flow of water in a watercourse: (i) altering the bed, banks. course or characteristics of a watercourse: (j) Removing, discharging, or disposing of water found underground if it is necessary for the efficient continuation of an activity, or for the safety of people REGULATORY PROCESS – The proposed development will trigger water uses as defined under Section 21(c), (i), and (j) of the NWA, and will require a Water Use License Application (WULA). In accordance with the requirements of the NWA, the application process will include a formal Public Participation Process (PPP). AECOM SA (Pty) Ltd. has been appointed as the independent Environmental Assessment Practitioner to manage the WULA and facilitate the associated PPP.
