VANDERBIJLPARK.- “Non-paying rate payers are the only ones who can bail the Emfuleni Local Municipality (ELM) out of impending bankruptcy.”
The statement was made by the MMC for Finance and Revenue, Robert Thema, joined by ELM Executive Mayor, Gift Moerane, at a press conference hosted in the Mayor’s Parlour, in Vanderbijlpark last week.
The briefing was about the ELM launching incentive schemes to amplify revenue collection. Thema said the purpose of the scheme was to give the residents and residential account holders a discount of up to 50% and 30% for businesses who are in arrears.
“The aim is to ensure that the property owners whose municipal accounts are in areas are brought back into good standing.”
Thema said that a decision was taken two months ago at a Council sitting for the municipality to fulfil its constitutional mandate of improving collections of strategies and service delivery. Moerane said that since the inception of the scheme the municipality has written off over R5.7 billion in arrears.
“Most of the non-payment residents are in the former townships.”
Moerane further said that 68% of the population in Emfuleni has registered as indigents.
