ELM supply chain manager resigns after questions over absence
Dual-role controversy leads to resignation.
VANDERBIJLPARK – The Democratic Alliance (DA) in Emfuleni has welcomed the resignation of Emfuleni Local Municipality Supply Chain Manager Jason Mkhwane, alleging that its sustained scrutiny of his employment status contributed to the outcome.
According to a statement issued by DA Emfuleni Caucus Chief Whip Cllr Maureen Dousidill, concerns were raised about Mkhwane’s prolonged absence from his municipal duties while he simultaneously served as the ANC’s Regional Secretary.
The DA claims that Mkhwane had been absent from work for more than a year. During a full council meeting, the party questioned his whereabouts and was informed by the then mayor that he was on sabbatical leave.
The DA further alleged that other reports indicated Mkhwane had described his absence as annual leave, creating uncertainty regarding his employment status.
The opposition party said it repeatedly raised concerns about Mkhwane’s non-attendance during council and Section 80 committee meetings, questioning whether his political responsibilities were preventing him from fulfilling his municipal role.
According to the DA, the matter was subsequently referred to the ANC Integrity Committee, which found Mkhwane culpable.
The party alleges that this process ultimately resulted in his resignation from the municipality.
The DA has also criticised the ANC, claiming that the party failed to address the situation until concerns were publicly raised.
The party further stated that it intends pursuing the matter, arguing that any salary earned by Mkhwane during the period in which he allegedly did not perform his municipal duties should be recovered.
The ANC and Mkhwane had not responded to the DA’s allegations at the time of publication.
The DA maintains that separating political and municipal responsibilities is necessary to avoid potential conflicts of interest and to uphold public confidence in local government.
