New Transformation Manager, Mr Ismael Essa, presented the drafts for the Sanral Horizon 2030 Strategy as well as the new Transformation Policy.

The Sanral Horizon 2030 and Transformation Stakeholder Engagement Workshop took place at the Ermelo Inn last Thursday.

Sanral is responsible for the management, maintenance and development of South Africa’s national road network.

The event was presided by the new Transformation Manager, Mr Ismael Essa, who presented the drafts for the Sanral Horizon 2030 Strategy as well as the new Transformation Policy.

The agency has embarked on the strategy which articulates its vision and the necessary strategic and tactical interventions needed to deliver on its objectives.Horizon 2030 was presented to various stakeholders including communities, industry bodies and strategic partners around the region.

The strategy’s mandate is to manage and control the national road network and take charge, among others, of the development, maintenance and rehabilitation of national roads within the framework of government.

A presentation by Sanral’s Chief Executive Officer, Mr Skhumbuzo Macozoma, included information on the history, present and future of the agency including the 10 strategic objectives.

Improving Sanral’s reputation was at the forefront with the institution’s image taking a huge knock with the controversial e-tolls.

Other objectives were the provision and management of a safe national road network as well as ensuring sustainability in the provision of roads inclusive of safety, the environment, resources efficiency, good corporate citizenship and governance.“We are all in one ship and if it goes down, we all go down.

“It is time we shared knowledge, information and skills,” Mr Essa said.

The CEO concluded with the agency promoting an integrated funding model that includes public tax based funding, toll revenue and private capital for public roads, while constantly seeking new funding streams.

Mr Essa presented the Transformation Policy, saying the agency will maximise the participation of black contractors, professionals and suppliers.

Sanral will use its procurement processes to transform the construction industry.

This means it will now only do business with companies that are at least 51% black-owned.

After the presentations, stakeholders had the chance to ask questions and put forward suggestions to Horizon 2010 and the Transformation Policy.

Once they have been finalised after consultations, Sanral will establish a Strategic Implementation and Monitoring Committee to ensure implementation.

Progress reports will be submitted quarterly to the Executive Management and Board and will be reviewed annually.
