Residents urged to take a stand against illegal dumping
According to a PR councillor, under municipal by-laws those found guilty of illegal dumping could be fined or convicted with the possibility of imprisonment.
A CALL to action for Ward 103 residents to take a stand against illegal dumping in the area was made by a local PR councillor who said there has been a surge of such incidents.
Mxolisi Khubisa said incidents of illegal dumping in the ward mar the community’s integrity and “compromise the safety, hygiene and property values of our families”.
“Maintaining a clean and healthy environment is a collective responsibility; we can no longer allow the negligent actions of a few to compromise the safety, hygiene, and property values of our families,” said Khubisa.
The councillor added that illegal dumping is more than an eyesore but “these sites become hazardous breeding grounds for vermin, cause critical blockages in our stormwater infrastructure, and degrade our shared public spaces”.
“It is a serious criminal offence that the eThekwini Municipality views with zero tolerance,” said Khubisa.

According to Khubisa, under the Nuisances and Behaviour in Public Places By-law, those found guilty of illegal dumping face stringent penalties, which include an immediate spot fine of R5000; and severe penalties, which upon conviction can reach fines amounting to R100 000, with the possibility of imprisonment for up to three years.
“To combat this ‘environmental pandemic’, I have officially written to the relevant departments to initiate a full-force campaign across Ward 103. Our goal is to identify every hotspot where illegal disposal occurs. Furthermore, we are formally requesting the municipality to erect clear prohibitory signage in high-risk areas to serve as a deterrent and a reminder of the law,” said Khubisa.
The councillor urged residents to assist the municipality’s departments with identifying dumping sites and reporting offenders.
“If you witness illegal activity, please record the vehicle registration number or the residential address involved,” said Khubisa.
The councillor highlighted the following official reporting channels:
- l Cleansing and Solid Waste (CSW) helpline: 031 311 8804 or 031 311 8836
- l Email: DSW@durban.gov.za
- l In-Person: Log complaints at the CSW reception, 17 Electron Road, Springfield.
“Residents are also encouraged to utilise community service groups to report these incidents. As your representative, I am committed to escalating these reports to ensure the municipality remains accountable. Let us work hand in hand to restore the pride of Ward 103.”
