LYDENBURG – Last Wednesday the DA gave notice for a motion of no confidence in the MMC for finance and technical department of Thaba Chweu Municipality (TCM), Ms Mahosazane Masilela.
DA Cllr Farhad Essack said he passed the motion on account that under her leadership, the municipality had been continuously given unqualified reports by the Auditor General.
“TCM’s finances have continuously been depleted despite the fact that she still condones wasteful and fruitless expenditure under her leadership. No concrete action plans have been forthcoming which hold any value for a better life for the residents of TCM.
She has failed dismally in her inability to direct the IDP Policy and related finances. It is a well-known fact that she has been unable to assist with any business common sense regarding the expenditure of municipal infrastructure grants.”
He further said under her political leadership of the technical portfolio committee this department had dismally failed the residents of the municipality by contributing to poor leadership resulting in the department of TCM virtually collapsing, with no ability to provide basic services and infrastructure improvements, in spite of millions that had been given to this municipality in the form of grants.
“This resultant failure in her leadership abilities has resulted in further losses of huge investments that could have contributed to job creation and the improvement of the quality of lives within TCM and its residents,” Essack said.
He asked that the vote for the formal proposal be made via a secret ballet. The ANC component, however, was adamant that it would not vote by secret ballet but by hand.
The mayor, Mr Michael Ncongwane refused the secret ballet and said he as political head had confidence in the MMC and his mayoral committee.
Cllr Idios Mokwena motivated that Essack could influence lots of decisions in the finance and technical portfolios. Essack repeatedly explained that irrespective of the guidance given in these portfolios, the majority of ANC members continue to enforce their party’s agenda and said the mayoral committee was but a rubber-stamping exercise resulting inthe municipality having failed its residence and community.
Essack insisted that his motion be voted on by secret ballet. The ANC component defiantly insisted that the motion be voted for by show of hand. The motion was voted upon with 12 votes against the motion and six votes for it. He then exclaimed and shouted; “Your jobs remain intact with the ANC.”
