LGE 2026: Naidoo brings years of experience to Ward 34 race
Drawing on his business and community work, Sivilingum (Charles) Naidoo has outlined four priorities for improving service delivery.
WITH the 2026 Local Government Elections just around the corner, councillors will be elected for all district, metropolitan and local municipalities across the country’s nine provinces.
This week, the Northglen News took to the streets of Ward 34 to meet and greet some of the councillor candidates assigned by the different political parties to compete for the hot seat come the November 4 Local Government Elections.
Democratic Alliance Ward 34 candidate Sivilingum (Charles) Naidoo had this to say to the residents of Avoca, Effingham, Kenville, Greenwood Park, Redhill, Sea Cow Lake.
Background: I am a proud Ward 34 resident since 1985. I live and invest in the area, with residential and commercial property investments, and I am committed to the long-term development and well-being of our community.
Experience: Extensive business, building and construction experience, giving me a strong understanding of municipal projects, budgets and service delivery.
A passion for community development. During a visit to India, I was deeply moved by the sight of a grand hotel standing alongside a community living in poverty. This inspired a vision to create a place in Avoca where everyone, regardless of their circumstances, could feel welcome, valued and included.

This led me to build the Liberty Building, offering sporting and conferencing facilities accessible to the wider community. It now hosts outreach programmes, sporting activities and special events that bring people together and creates opportunities for residents.
I have been actively involved in civic and ratepayers’ associations and the Community Policing Forum, where I was formerly chairperson, working closely with residents on safety, infrastructure and service delivery issues. I am also a board member of Merewent Cheshire Homes, supporting initiatives that promote the care, dignity, inclusion and well-being of people with disabilities.
Top Four Priorities:
1. Fix persistent leaks, improve response times and ensure a reliable and equitable water supply.
2. Address potholes, drainage, electricity and public facilities through proper maintenance and planning.
3. Tackle illegal dumping, improve refuse collection and maintain roads, stormwater systems and open spaces.
4. Advocate for proper housing, services and suitable relocation for residents of informal settlements.
