A fine of R5 000 may be incurred by livestock owners who allow their animals to wander into residential areas and the central business district.

Recently there has been a noted increase in the number of cows, horses and even donkeys that are seen in and around town.

According to Umtshezi Municipality, this practice goes against the town’s by-laws. Acting Municipal Manager Elphas Dladla explained that the municipality has by-laws for the Keeping of Animals and impounding of animals (Pound by-laws), which specifically deal with animals found roaming on roads or public places.

“Keeping of Animals by-laws states clearly the requirements and duties of keepers of animals and covers cattle, horses, mules, donkeys, goats, sheep, poultry, rabbits, birds, dogs, cats, wild animals and pigs.

“Contravention of these by-laws can result in conviction and the person may be liable to a fine not exceeding R5 000 or imprisonment not exceeding three months, or both,” commented Mr Dladla.

He advises residents to contact the Protection Services on 036 342 7800 when stray animals are spotted and urges livestock owners to fence their properties to restrict roaming animals.
