ANC ‘expresses concerns over state of municipal governance’

"The collapse in governance comes as no surprise where the body, which is supposed to hold the administration to account, is completely dysfunctional.

The ANC in Endumeni says it is greatly concerned about the ever deteriorating state of governance within the Municipality.
Lucky Khumalo, ANC Chief Whip, said in a statement that ‘the recent IDP and budget roadshow was done without having first consulted with the Council and Councillors’.
“There wasn’t even an attempt to confirm availability of councillors on the scheduled dates; a clear attempt at blindsiding, ambushing and to upstage councillors in their constituencies.
“The collapse in governance comes as no surprise where the body, which is supposed to hold the administration to account, is completely dysfunctional.

“The Council has not held a single ordinary Council meeting since the beginning of this year, although we are required by legislation to hold at least one meeting quarterly.”
ANC councillors confirmed that they heard through the grapevine that several Senior Managers, including the Municipal Manager, have assumed duties, but none of them have been introduced to the Council”.

“The MEC, Ncube-Dube, and COGTA have not confirmed the Municipal Manager’s appointment. The Municipal Manager is accountable to the Council, but is yet to be introduced, despite him having assumed duties on April 3,” continued Councillor Khumalo.
“This is a clear sign of defiance on the part of the IFP-lead coalition government with the support of their partners. the DA and EFF, and a demonstration of complete disdain for ethical leadership and the rule of law,” he continued.

“Of the three Senior Managers that were appointed, not a single one of them is a woman.
“This is an insult to the capable women of this country and undermines centuries of struggles against patriarchy and male chauvinism. We, as the ANC, condemn the backward tendencies of this coalition.”
The ANC also questioned the appointment of senior managers who, the party believed, references were not properly vetted before going for selection, and ultimately, being appointed.
The Municipality was asked to comment on the allegations and while there was acknowledgment that the request had been received and passed on to the relevant person(s), at the time of going to press no response had been received.
