Fezile Dabi benefits from SALGA’s efforts in legislative reinforcement
"We strongly believe that political office bearers serving in municipalities must have a greater understanding of how to interpret legislation to perform their oversight duties with due diligence."
Fezile Dabi District Municipality’s effective use of the South African Local Government Association (SALGA) initiatives to promote good governance was welcomed by the DA this week. Following the recent signing of the National Climate Change Bill on 23 July 2024, district municipalities have been encouraged to implement Climate action plans in alignment with national legislation.
“SALGA made proactive efforts in addressing climate change by assisting the Fezile Dabi District Municipality in developing its Climate Change Action Plan, which remains a work in progress. This initiative is critical in guiding municipalities to adopt sustainable practices, such as renewable energy initiatives and waste management strategies, which help mitigate the effects of climate change at the local level. We believe these actions will contribute significantly to both local resilience and global environmental goals, the DA said.
Additionally, SALGA’s Supply Chain Management (SCM) training, which involved local municipalities in the Free State, including the Fezile Dabi District, focused on strengthening procurement processes to enhance transparency and accountability. This training emphasised best practices in financial management, ensuring that municipalities allocate resources effectively while adhering to legislative requirements. By empowering Fezile Dabi with the knowledge to implement transparent and accountable procurement practices, SALGA is helping ensure that taxpayer funds are utilised efficiently and responsibly, ultimately improving service delivery in the district, the party said.
Furthermore, Fezile Dabi has benefitted from SALGA’s Multi-Stream Municipal Governance Training program, held earlier this year in Clarens, involving numerous public representatives from across the Free State. The main purpose of the training was to dissect all legislation applicable to government, Acts and regulations, understand the oversight role of Council and Council Committees, as well as the budgeting and financial management processes and policies related to them.
“We strongly believe that political office bearers serving in municipalities must have a greater understanding of how to interpret legislation to perform their oversight duties with due diligence. We applaud SALGA for these critical initiatives and urge all municipalities to continue engaging with these training programs and resources. It is through such partnerships that we can collectively raise the standard of local governance, ensuring that South African citizens receive the quality services and responsible leadership they deserve.”
