PUBLIC NOTICE: WATER USE LICENSE APPLICATION PROCESS: HAPPY VALLEY HOLIDAY HOTEL AND PLEASURE RESORT 1972 (PTY) LTD Notice is hereby given to all interested and affected parties that a Water Use License Application (WULA) will be undertaken on behalf of Happy Valley Holiday Hotel And Pleasure Resort 1972 (Pty) Ltd.
PROJECT DESCRIPTION: Happy Valley Holiday Hotel And Pleasure Resort 1972 (Pty) Ltd intends to apply for a Water Use Licence for activities at the Valley Lodge and Spa – a hospitality and eco-tourism facility, situated on the banks of the Magalies River. The site is not connected to municipal water or sanitation services, and water is sourced from surface water (the Magalies River) for irrigation and maintenance and groundwater via three on- site boreholes. Groundwater is treated and used for potable purposes. Domestic wastewater is managed on- site through septic or conservancy tanks, with the applicant proposing to implement an on-site treatment system. The treated effluent may be reused for irrigation if treated to the required standards, discharged into the river if it meets discharge standards, or further treated to potable standards for reuse within the site. An instream dam is present on the property, and water is also stored in a steel reservoir and JoJo tanks. The entire site falls within the 500 m regulated area of wetlands. The necessary specialists have been commissioned to support the WULA process, including the undertaking of a wetland assessment and biomonitoring study, hydrological and geohydrological assessments, and a floodline assessment. In addition, a rehabilitation plan will be developed, along with a stormwater management plan and associated civil design inputs, and an environmental audit will be conducted.
LOCALITY: The site is located within the town of Magaliesburg, Gauteng Province. It falls within the jurisdiction of the West Rand District Municipality and the Mogale City Local Municipality. The Valley Lodge Hotel and Spa main development footprint is situated on Portion 65 of the Farm Steenkoppie 153 however there are several activities and infrastructure associated with the development on the following properties which will also be considered in this WULA i.e Portion 18, 19, 20,28 and 65 of the Farm Steenekoppie 153. The approximate central coordinates of Valley Lodge & Spa are Latitude: 2600`54.00″S Longitude: 2730`20.00″E
PROPOSED WATER USES: The applicant seeks to comply with all legislative requirements in terms of Section 21 of the National Water Act (Act 36 of 1998), and is therefore applying for the following water uses: (a) taking water from a water resource; (b) storing water; (c) impeding or diverting the flow of a watercourse; (e) engaging in a controlled activity; (f) discharging waste or water containing waste into a water resource; (g) disposing of waste in a manner that may detrimentally impact a water resource; and (i) altering the bed, banks, course, or characteristics of a watercourse.
