NOTICE OF ENVIRONMENTAL IMPACT ASSESSMENT AND PUBLIC PARTICIPATION PROCESS FOR THE PROPOSED DEVELOPMENT OF THE UMMBILA EMOYENI FIVE WIND ENERGY FACILITY, MPUMALANGA PROVINCE Project Name: Ummbila Emoyeni Five Wind Energy Facility Applicant: Ummbila Emoyeni Five (Pty) Ltd Project Location: Approximately 8km east of the town of Morgenzon in the Lekwa Local Municipality within the greater Gert Sibande District Municipality, Mpumalanga Province. •Tweefontein1 (RE), 4(RE), 5, 6, 7(RE), 8 & 10 Proposed Activity: The development of the Ummbila Emoyeni Five Wind Energy Facility (WEF) with a contracted capacity of up to 121MW, forming part of the greater Ummbila Emoyeni WEF authorised under the Department of Forestry, Fisheries and the Environment (DFFE) Ref. No. 14/12/16/3/3/2/2160. The Ummbila Emoyeni Five WEF is currently authorised for 11 turbines and associated infrastructure (14/12/16/3/3/2/2160/5/AM4). This application proposes an additional 11 turbines and associated infrastructure, an IPP substation, switching station and a 132kV power line. Should the infrastructure proposed under this application be authorised, it will be constructed and operated in conjunction with the infrastructure already authorised, but under two separate Environmental Authorisations. The application includes the following infrastructure: Up to 11 wind turbines (capacity of up to 11MW each) with a maximum hub height of up to 150m and rotor diameter of 204m. The tip height of the turbines will be up to 252m.
Cabling (33kV) between turbines, to be laid underground where practical. Laydown and crane hardstand areas (approximately 75m x 120m) at each turbine location.
Access roads of 12-13m wide, with 12m at turning circles. Operation and maintenance (O&M) facility adjacent to the IPP substation. Temporary infrastructure, including: `construction camp (~300m x 300m (including site office)) `batch plant (4 to 7 ha) Grid connection infrastructure will include:
an onsite IPP substation adjacent to a switching station (33kV/132kV) (Eskom portion); and a 132kV overhead power line from the switching station to the Vunumoya Main Transmission Substation, which has recently been constructed and handed over to the NTCSA to service the Ummbila Emoyeni cluster. Environmental Impact Assessment Report Available for Review and Comment: The Environmental Impact Assessment (EIA) Report has been compiled and is available for a 30-day review and comment period from 08 May 2026 until 08 June 2026. The final date to submit written comments is 08 June 2026.
