Midvaal al in Zuma se tyd vir ‘ernstige wanadministrasie’ ondersoek
President Cyril Ramaphosa het vroeër in Julie die spesiale ondersoekeenheid (SOE) opdrag gegee om 'n omstrede tenderprosesse by die Midvaal Plaaslike Munisipaliteit te ondersoek, maar dit is nie die eerste keer wat 'n ondersoek van dié aard op die munisipaliteit gedoen word nie...
MIDVAAL. – Kobus Hoffman, Vryheidsfront Plus se lid van die provinsiale wetgewer in Gauteng, onthou dat president Jacob Zuma in 2011 die SOE opdrag gegee het om onreëlmatighede by Midvaal te ondersoek.
Hoffman, wat destyds ‘n DA-burgemeesterskomiteelid by die Midvaal Plaaslike Munisipaliteit was, sê ten spyte van die feit dat die ondersoek destyds deur die SOE voltooi is het die Nasionale Vervolgingsgesag (NVG) tot vandag toe nog nie opgetree nie en het niemand nog aan die pen gery nie.

Hoffman skryf in ‘n ope brief aan president Cyril Ramaphosa: “As fluitjieblasers en geaffekteerde partye lyk dit na ‘n klap in die gesig vir alle betrokkenes in ag genome die hoeveelheid tyd, moeite en geld wat by die ondersoek betrokke is.
“Onthou: geregtigheid vertraag is geregtigheid ontken.
“Tydens die SIU-ondersoek het die Openbare Beskermer adv. Thuli Madonsela ook ‘n verslag gepubliseer en ook ‘n paar sake na die NVG verwys, om nooit weer gesien te word nie.
“Verder het al die fluitjieblasers hul werk verloor, soos nou die geval is met die nuwe fluitjieblasers. Boonop het die skuldiges voortgegaan met hul geldgrype en niks het met die gesteelde eiendomme gebeur nie.”
Hoffman wil in die brief weet of die ondersoek, wat baie geld en tyd gaan verg en mense hul werk gaan kos, hierdie keer tot enige iets gaan lei.

“Dear Mr. President
I firstly want to thank yourself and your office for the investigation on the Midvaal Local Municipality.
As I understand the prosses there was a preliminary investigation done and that there exists Prima Facie evidence of wrongdoing.
This being said, it is however not the first time that an investigation of this nature has been done on the Midvaal Local Municipality. In 2011 the same SIU was instructed to do an investigation with regards to numerous serious allegations of maladministration and corruption.
As I understand the SIU finished their investigation and handed it over to the National Prosecuting Authority.
To date there was no action by the NPA and every attempt to get the final report from the SIU was unsuccessful.
As whistle-blowers and affected parties, this seems like a slap in the face to all involved considering the amount of time, effort and monies involved in the investigation. Remember justice delayed is justice denied.
During the SIU investigation the Public Protector Adv. Thuli Madonsela also published a report and also referred some matters to the NPA, never to be seen again.
Further to that all the whistle-blowers lost their jobs, as is the case now with the new whistle-blowers.
Moreover, the culprits continued their money grabs and nothing happened with the stolen properties.
People who lost everything, never got justice, all the while the DA and their leaders concealed the truth.
The question now is; why trust the SIU and their investigation this time around?
Are they not just going to waste everybody’s time again? I am afraid that whistle-blowers within the Municipality will again trust the SIU and they will lose their jobs again for speaking out.
Just to find out that they have no protection.
I am further of the opinion that after these investigations, there is no follow-up with the NPA and files get lost or stolen with no outcome.
It seems to be a futile exercise.
