DA slams proposed Emfuleni tariff hikes amid service delivery collapse

The DA says it rejects proposed service tariff hikes in Emfuleni, citing poor delivery and unaffordable costs for struggling residents.

The Democratic Alliance (DA) in Emfuleni has come out strongly against proposed tariff hikes for essential services, calling them unaffordable and unjustifiable amid ongoing service delivery failures.

In a joint statement issued by Cllr Dady Mollo, DA Emfuleni Shadow MMC for Public Works, and Cllr Duncan Mthembu, DA Emfuleni Caucus Leader, the party expressed outrage at the municipality’s proposal to increase tariffs for electricity, water, and waste removal—services they say are barely rendered.

“Paying more for something you do not receive is an abject insult,” the DA stated, condemning the planned increases which are currently open for public comment.

The party highlighted several proposed hikes, including a 23.48% total electricity increase when combined with the NERSA-approved 12.74% hike, a 15.30% increase in water tariffs, and additional charges for non-existent waste removal services.

The DA criticized the ANC-led Emfuleni administration for targeting the shrinking pool of residents who still pay for services, noting that fewer than 40% of residents currently meet their municipal obligations.

They called on the executive to engage with NERSA and Rand Water to review and reduce the proposed increases, institute a zero-percent increase on undelivered services, drastically cut wasteful expenditure—including inflated security contracts—and eliminate redundant staff positions.

“Until this municipality can prove its ability to deliver basic services, it cannot morally or practically demand increased payment from its residents,” the statement concluded.

The DA vowed to continue opposing the hikes and to stand by the residents of Emfuleni.
