Thaba Chweu Local Municipality (TCLM) has appointed its very first female municipal manager (MM)

Sphiwe Matsi was appointed to this position from February 1.

Her appointment was confirmed during the special council meeting held on January 30. She has been acting in the position since July 2018.

Themba Sibiya, communications manager at TLCM, said, “It is historic because she is the first female to be appointed as a head of administration since the transition to democracy. Before acting in the position, Matsi worked as the director of community services since April 2015.”

Her immediate goals, among others, are to ensure that TCLM observes fiscal discipline and to attend to urgent and pressing service-delivery challenges such as the provision of water, the rehabilitation of roads and the ageing infrastructure.

Her illustrious career spans over 16 years, with various stints as a social worker for correctional services, Actonville Child and Family Welfare Society, the Limpopo Department of Health and Social Development and the Mpumalanga Department of Social Development.

Her passion for people led her to pursue a career in social work. She obtained a bachelor’s degree in social work from the University of KwaZulu-Natal and honours through the University of Jönköping in Sweden as an exchange student.

Matsi also supplemented her knowledge through certificate programmes, including strategic management and planning, human resources management, industrial and organisational psychology, and municipal finance management done through the University of South Africa and the University of Pretoria respectively.
She is currently studying towards a masters in public administration through Mancosa.
