People who put any waste out on the corner of Hoffman and Rissik Street will be doing it illegally.
This was the response from Mr Willie Maphosa, the communications manager of the Tlokwe City Council to an enquiry by the Herald following several complaints from residents.

For a very long time, now, this corner seems to be used as a sorting place for recyclables out of rubbish bags, almost on a daily basis. The result is that rubbish is strewn all over the place.
Maphosa stressed that this not a collection point for any house or flat in the area. It is just a street corner and any resident who puts any refuse there does so illegally.
The municipality collects garbage in the area twice a week, he said.
‘We need any of the above to be reported and the media can also help by exposing or “naming and shaming” the individuals concerned.’
According to Maphosa, this kind of dumping normally takes place during the night when few people are moving around.
‘We can only appeal to residents to help us to identify the culprits, either by photographs or car registration numbers. Offenders should be reported to the municipality’s 24-hour call centre so that they can be brought to book.
‘If we have the vehicle registration numbers, the owner can be traced and charged for the transgression, even if it is only a few days later,’ he said.
