Safety violations a cause for concern at library
DA Ward 24 councillor, Sean Trautmann, states that he is alarmed by the deterioration of the library which is a health and safety risk to employees and citizens who use this public space.
The deteriorating state of the Potchefstroom Municipal Library in Sol Plaatjie Street is a cause for concern with numerous occupational health and safety issues being put in the spotlight.
A 60-day contravention notice was issued by the Department of Employment and Labour in terms of Occupational Health and Safety (OHS) requirements to the JB Marks Municipality on 1 October 2025.


Since then, it has come to light that numerous aspects such as the consistent servicing of fire extinguishers and maintenance of smoke detectors have not yet been undertaken.
The DA in the JB Marks Local Municipality conducted an oversight visit on Monday, February 9 this week. DA Ward 24 councillor, Sean Trautmann, states that he is alarmed by the deterioration of the library which is a health and safety risk to employees and citizens who use this public space.
“Little to no meaningful remedial action has been taken. What was observed raises serious safety, compliance, and governance concerns that place both staff and the public at risk,” states Trautmann.


“Fire extinguishers appear not to have been serviced or replaced for years, with some estimated to be over a decade old,” he added.
The Herald also visited the library this week and can confirm that the expiration dates on the fire extinguishers go as far back as 2020.
Trautmann further added that a lack of clearly displayed evacuation plans, electrical hazards and well as poorly illuminated emergency exits, are equally worrisome.


Further problems from Trautmann’s oversight visit include a leaking library roof.
“The library roof is leaking extensively, damaging books and public resources. Moisture stains on ceilings and walls show that this is long-term neglect rather than an isolated incident, creating unhealthy conditions for staff and visitors alike.”
“Most concerning is the failure of the fire detection and suppression systems. These systems have reportedly not been serviced since 2016 and are currently showing faults,” added Trautmann.

The JB Marks Municipal spokesperson, Jeanette Tshite responded to the Herald’s queries regarding the state of the municipal library.
“The JB Marks Local Municipality acknowledges receipt of a 60-day contravention notice issued by the Department of Employment and Labour in terms of Occupational Health and Safety (OHS) requirements,” states Tshite.
She also added that the municipality have implemented corrective measures with regards to the Occupational Health and Safety (OHS) requirements.
“The resealing of the library roof has been completed, an audit of fire extinguishers is currently underway, and building maintenance processes are being strengthened to ensure compliance and improved health and safety standards. The Municipality remains committed to ensuring that all facilities meet the prescribed OHS requirements and that a safe environment is maintained for both staff and the public,” added Tshite.
