According to Solange Soares, the spokesperson for TracN4, the stop and go’s are not related to the accident.

“There is a 7+ hours road closure ongoing due to a fatal truck accident near the tunnel. The laws of the country in this regard must be applied and thus a road closure is inevitable and mandatory. Traffic was excessive today. Pay day, 2 long weekends, and some schools are on holidays. The road was and is still extremely busy. Given the excessive traffic and only one route available for both directions (due to the fatal accident) it’s bound to cause major back-ups. The stop- and-go’s don’t help – admittedly – but they’re not the cause of the back-ups. They also can’t be moved as the road is under construction,” Soares said

She blamed “unruly, aggressive, impatient, even some drunk road users” for worsening congestion.
